Digital skills gap – Tanzania and Uganda outgrow their talent

Tanzania and Uganda have reached an important stage in their economic development. Infrastructure investment and digital transformation are now beginning to converge across both countries.

At the same time, both nations continue expanding physical infrastructure, such as energy and transport networks, while prioritising digital connectivity and services.

The importance of realising digital workforce transformation

Tanzania’s Digital Economy Strategic Framework (2024–2034), for example, positions digital transformation as a national priority across sectors, including agriculture, manufacturing, health, and finance.

Although Tanzania and Uganda are not yet fully fledged digital economies, both countries continue demonstrating a strong commitment to modernisation. They are transitioning from predominantly manual and analogue systems toward more connected and data-driven environments. This transition also highlights the importance of realising digital workforce transformation across multiple sectors.

At the centre of this movement lies growing recognition that modern infrastructure is both physical and digital. Broadband networks, mobile platforms and ICT systems are therefore increasingly viewed as essential to economic resilience and competitiveness.

Infrastructure as the launchpad

Tanzania and Uganda strongly reflect the continued rise of the Global South. As legal and fiscal frameworks mature, global investors continue engaging in major energy, extractives and infrastructure projects across both markets.

Large-scale developments in power generation, transmission, oil and gas, mining and transport inevitably increase demand for reliable electricity and modern operational technologies.

For example, the World Bank is funding a 400kV transmission line between Uganda and Tanzania. This project strengthens regional electricity trade and improves grid stability under the Eastern Africa Power Pool.

At the core of modern electricity systems lies automation, which is supported by digitisation and intelligent control systems.

Industrial control systems, remote monitoring platforms, smart grids and energy management software now form the foundation from which operators design and manage infrastructure. Consequently, the skills required to operate these systems are evolving rapidly. Realising digital workforce transformation has therefore become essential for maintaining and operating increasingly sophisticated infrastructure systems.

The leapfrog effect

In more mature economies, digitalisation evolved incrementally over many years. However, Tanzania and Uganda are leapfrogging adoption at a much faster pace. This rapid transition creates both immense opportunity and an urgent need for accelerated learning.

A gap often exists between introducing advanced technology and cultivating the digital thinking required to unlock its full value. In reality, legacy practices do not disappear overnight. Therefore, the challenge lies in integrating new systems while still respecting national heritage and enabling future ambition.

Regional partnerships and collaboration with global technology providers will also prove highly advantageous during this transition. Furthermore, technical competence now extends beyond mechanical skill alone. In sectors such as electrical engineering, energy management and industrial automation, professionals increasingly require speed, analytical capability and digital fluency.

For example, a motor technician no longer only refurbishes equipment. Increasingly, that same technician may also need to generate AI-assisted analytical reports that forecast efficiency gains and lifecycle performance. As a result, digital literacy, systems thinking, remote monitoring capability and the ability to collaborate with intelligent technologies are becoming core competencies.

These capabilities remain central to realising digital workforce transformation in rapidly modernising economies.

Aligning policy, infrastructure and education

Governments in Tanzania and Uganda recognise that enabling policy must support digital transformation.

Technology-focused legislation and National and Local Content regulations increasingly encourage infrastructure operators to broaden technology access and develop local capabilities through investment commitments. These commitments include hiring local engineers, training technicians and sourcing equipment locally.

Industry and training institutions are also adapting to these changes. Historically, curricula often lagged behind technological development. However, collaboration with technology leaders is now accelerating efforts to modernise training programmes and embed digital competencies into technical education.

The role of technology partners

We view digital transformation as an essential component of broader economic transformation. Through our Access to Energy and Access to Education programmes, we focus on expanding exposure to modern electrical and automation technologies while building practical and industry-aligned skills. In addition, partnerships with local institutions and industry stakeholders help bridge the gap between theory and implementation.

Our online learning platforms also provide valuable access to advanced electrical and software training. Consequently, these platforms support continuous upskilling across multiple geographies.

Ultimately, Tanzania and Uganda’s transition from manual to digital work will depend on three important factors. These include digital transformation itself, the simultaneous evolution of infrastructure, legislation and skills, as well as strong public-private collaboration. Together, these elements will play a decisive role in realising digital workforce transformation across both economies.
