The iceberg is in sight: are we on the right course?
The captain of Ship SA, President Cyril Ramaphosa, can surely see the iceberg that we are heading for and one can almost hear the call go out for us to 'brace for impact'. The iceberg is an economy that is in crisis – an unemployment rate of 42% (using the expanded definition), GDP growth projections down by 7.8%, tax revenue projections at R304 billion less than originally budgeted for, a budget deficit of R709 billion for 2020/21, a current debt to GPD level of 81.8% and debt service costs (interest) currently amounting to 21c in every tax Rand collected.
Mboweni’s national budget shows folly of a command economy
In his Adjustment Budget Speech Minister of Finance Tito Mboweni told us what we already knew. Debt is up and we need to borrow even more, spending will increase, government revenue will be less than expected, the deficit will increase, the economy is expected to contract, and unemployment is higher than usual.
Supplementary Budget Speech 2020 – 24 June 2020
Finance Minister Tito Mboweni delivered his Supplementary Budget Speech 2020 to (a virtual) Parliament on June 24. Against the backdrop of a pandemic and deepening economic recession, the minister released adjustments to the February budget numbers, also promising a second round of adjustments in October alongside the Medium‐Term Budget Policy Statement (MTBPS).
Zero-based and cash budgeting should both be adopted by government
Finance minister Tito Mboweni favours zero-based budgeting, an approach that would weigh each expenditure item, each departmental budget, against government goals. The Minister has said that this would entail focusing on ‘infrastructure development and other growth-enhancing measures’ and come at the expense of those programmes considered wasteful in relative terms.

Every earner is taxed. Through one kind of tax or another, government takes a bit out of everyone’s earnings. This means everyone is forced to spend some months working for government. Tax Freedom Day is the day on which average South African income-earners at last start working for themselves, the day on which they have finally paid their tax bill in full.
