Skills development planning now impacts B-BBEE compliance

Skills development planning is no longer viewed as an administrative compliance exercise under South Africa’s Broad-Based Black Economic Empowerment (B-BBEE) framework. Companies must now demonstrate clear alignment between training initiatives and measurable transformation outcomes.

Skills development remains a priority element of the B-BBEE scorecard. It also remains subject to the 40% sub-minimum requirement. Failure to meet this threshold can automatically discount a company’s overall B-BBEE level, regardless of performance in other scorecard elements.

Skills development planning moves beyond compliance

Many organisations still underestimate the strategic role that skills development planning plays in their overall compliance position. Skills development is increasingly being assessed on intent, structure and alignment to transformation objectives.

Companies that approach training as a tick-box exercise risk both non-compliance and missed opportunities to improve their B-BBEE outcomes. This shift places greater emphasis on purposeful skills development planning. Organisations must show that their initiatives support both compliance requirements and meaningful transformation objectives. Central to this evolution are the Work Skills Plan (WSP) and Annual Training Report (ATR).

Regulators and Sector Education and Training Authorities (SETAs) now widely recognise these documents as strategic tools rather than routine paperwork. These submissions help evaluate whether training expenditure is structured, relevant and capable of supporting long-term workforce transformation.

Aligning training investment with transformation outcomes

Misaligned or poorly planned skills development initiatives can prevent organisations from receiving B-BBEE recognition for training expenditure. This can occur even when companies allocate funding and employees complete the relevant courses. As a result, effective skills development planning has become critical to maximising both compliance outcomes and organisational value.

Proper planning allows businesses to meet compliance requirements while simultaneously building internal capability. When done correctly, it delivers regulatory certainty and real operational benefit.

Organisations that invest in structured skills development planning strengthen their B-BBEE position. At the same time, they improve workforce capability and support broader transformation goals. We therefore advise companies to review their skills development strategies well before verification cycles begin. This approach helps ensure alignment with the current B-BBEE Codes of Good Practice and SETA expectations.

Early preparation also enables businesses to identify gaps, adjust priorities and demonstrate that their training initiatives deliver measurable outcomes rather than merely satisfying administrative requirements.
