For many South Africans, interacting with the government still involves repeating the same process over and over again. Whether citizens apply for an ID, access healthcare, navigate the justice system, or engage with social services, they often resubmit the same information. They also move between disconnected processes. Records do not always align. Each interaction can feel separate from the last.

This is not because the government lacks data. In many cases, the opposite is true. Large volumes of citizen information already exist. However, they are spread across departments. They are also stored in different formats. In addition, they are not always easy to reconcile. As a result, the government lacks a consistent, shared view of individuals. This weakens the experience of the connected citizen across systems.

Fragmented systems and the limits of digital transformation

Over time, digital government efforts have focused on new systems and platforms. They have also improved interfaces and digitised access points. These efforts have delivered value in specific areas. However, they have not fully solved how information gets managed, shared, and maintained behind the scenes.

In practice, the challenge lies in data structure and governance. It also involves system connectivity. At the centre of this model sits the connected citizen, whose experience depends on integrated service delivery.

A unified “One Government” approach requires seamless operation across departments. It also requires consistent data flows. Within this model, the connected citizen becomes the reference point for all service interactions.

Departments continue to operate independently, even when their work overlaps. They develop systems at different times. They also use different standards. In many cases, they do not design systems to integrate. Legacy infrastructure further slows integration and limits adaptation.

The citizen experience and the cost of fragmentation

For citizens, fragmentation appears in everyday service interactions. People wait in queues. They also resubmit applications. Mistakes occur when records do not match across systems. Processes take longer than necessary.

AI technologies can also support this transformation. They can anticipate service needs. They can also improve engagement between citizens and government. However, these benefits depend on data quality.

Where data remains incomplete or inconsistent, outcomes degrade. Fragmented data produces fragmented services. This directly affects the connected citizen experience across government systems.

Improving coordination without losing institutional autonomy

There are already opportunities to strengthen the foundation. Better alignment across departments can improve how the government understands individuals over time. It can also reduce duplication and improve accuracy.

This alignment supports more coherent service delivery. It also reflects how people live and interact with the state. In this context, the connected citizen becomes easier to identify and serve consistently.

Operational efficiency also improves. When systems connect effectively, administrative effort decreases. Resources can then shift to higher-need areas. However, this does not require departments to abandon their mandates. Instead, it requires coordination. It also requires responsible data sharing where value exists. Safeguards must remain in place to protect sensitive information.

Private sector organisations offer useful lessons. When they connect data across operations, they improve service consistency. They also improve responsiveness. Toward a more connected model of service delivery

A more connected service model starts with consistent identification of citizens. This consistency must apply across all government touchpoints. It ensures that services reflect real-life needs rather than departmental structures.
