It also tracks those who exit without skills for the modern workforce. In South Africa, systemic inequality still shows in thousands of classrooms. Billions of Rands have gone into improving matric pass rates. Additional funds have supported tertiary infrastructure upgrades. Yet outcomes remain stubbornly stagnant.
