The Medium Term Budget Policy Statement (MTBPS) 2020 was tabled to Parliament on 11 November 2021 by South African Finance Minister Enoch Godongwana.

Finance Minister Tito Mboweni delivered a macabre Medium-Term Budget Policy Statement (MTBSP) to Parliament on October 30. The MTBPS communicates to government and the people the economic context of the country and fiscal spending priorities over the coming three years. (It does not include detailed spending plans or tax proposals, which are left to the main budget in February.)

The stakes have never been higher, and despite Minister Tito Mboweni’s always-jovial presence in parliament as he tabled Budget 2019, his words prepared us for the bitter medicine that must be swallowed before we can experience economic recovery.

Over the last few weeks, President Cyril Ramaphosa said repeatedly that the private sector is invited to enter into meaningful partnerships with government in establishing an Infrastructure Fund. Ramaphosa said infrastructure expansion and maintenance had the potential to create jobs on a large scale, attract investment and lay the foundation for sustainable economic expansion.

Tito Mboweni, South Africa's newly appointed Finance Minister, delivered his maiden Medium Term Budget Policy Statement (MTBPS) to Parliament by starting his address with the words, "South Africa finds itself at a crossroads."
