New rules and risks – AARTO rollout starts December 2025
South Africa’s long-awaited Administrative Adjudication of Road Traffic Offences (AARTO) system takes effect on 1 December 2025. It changes how every motorist and fleet operator manages traffic fines. We are warning drivers to prepare now for stricter unpaid fine penalties. Drivers must also be ready for the possibility of losing driving privileges under the new demerit system.
Privatise driving license production to end backlogs and corruption
South Africa relies on a single machine to produce driving license cards, which is downright ludicrous. In November 2021, an electrical fault caused the machine to break down. Repairs took two months, increasing the license backlog by over a million.
Easing the licensing process will lessen the burden on government
Michael O’Brien, 17, went in for a driver’s test. The testing official failed him when the fuel light came on 23 minutes after the test started. O’Brien wasn’t happy and filed a complaint. He said it didn’t sound right as the fuel light had nothing to do with his driving ability.
