The Minister of Finance, Tito Mboweni, delivered his much anticipated Medium-term Budget Policy Statement (MTBPS) on Wednesday, 28 October 2020. Hard choices and reform implementation are key to achieving five-year stabilisation plan.

Initial impressions

Immediate market effect

Five-year path to fiscal consolidation depends on extensive expenditure cuts

A lot hinges on reducing the wage bill

Income and other support to consumers

SOEs and municipal finances remain in disarray

Realigning composition of spending away from consumption and towards investment

Feasibility of longer-term demands on the fiscus

No immediate pressure but bias to lower sovereign ratings
